How to enforce minimum lot quantity (fixed lot size) during receiving transaction (GRN)

We have a business requirement to control lot quantities during Goods Receipt.
When recording lot and serial numbers in the Record Lots and Serials page for a receiving transaction (GRN), we want to enforce a minimum lot quantity of 192.Currently, Oracle Fusion allows us to define lot control attributes and “Fixed Lot Multiple” at the item level, but those parameters only affect planning and not transactional validations.
