The Consigned Flag becomes unchecked on the consigned agreement line

Summary:

The Consigned Flag on the consigned agreement line becomes unchecked, even though we upload the consigned flag as YES during the BPA import in Oracle Fusion. We are importing the BPA for the Consignment Agreement with the consignment line flag set to YES for all BPA lines, and after loading, the interface shows the value as Y for every line. However, when checking the front end, some lines are missing the consignment flag and appear unchecked, which results in the consignment functionality failing on those lines.
