Oracle Recruit: Change the Approve Job Requisition approval path

Summary:

The expectation is that the approval should go to all workers who have a particular AOR for that Cost Center. This does not appear to be happening and the approvals only seem to be going to one of the individuals who has that AOR.

The expectation from our customer is 2 levels of Approval. 
 

1st Level Approval: 

Hiring Manager / HR Representative Auto Claims the requisition

 2nd Level Approval:

Approval for a Replacement req to go to all representatives linked to a cost center of the req within the Global Head Unit Head AOR at the same time. Allow one of them to claim it and approve it. There is no requirement for it then to go onto the next representative.
