Is it possible to create a contract without user inputting Shipping information in Lines tab?

When creating new contracts, if I don't input Shipping information (Ship-to account, Ship-to site, etc.) in Lines tab, I am not able to create the contract.

Asking based on client requirement,
when creating a contract, is it possible to set up in a way so that we can create a contract without user inputting Shipping information in Lines tab?
