Incorrect notification trigger for Blended Offering alert without ILT or Self-paced Learning

Alert Name: Reminder to complete all activities in Blended Offering WLF

Description: This Alert trigger notifications to learners enrolled in a blended offering who still have open (incomplete) activities to complete. The notification should remind them to complete their pending activities 5 days before the scheduled ILT activity date.

Issue: For blended offerings that include both ILT and self-paced learnings, a notification should be sent to learners complete the self-paced learning five days before the ILT session start date.

Currently, notifications are being triggered for learners even when the blended offering does not include ILT or self-paced learnings. However, the expected behavior is to send notifications only when the blended offering contains both ILT and self-paced learning elements.
