Prevent Requester to approve the requisition if it reassign back from manager

in Self Service Procurement

If Requester A raises a requisition and it is routed to their manager, Manager B, for approval—but Manager B reassigns it back to Requester A, Requester A should not be able to approve the requisition themselves (the requisition status should not reflect as "Approved"). Instead, the requisition should be assigned to Manager B’s manager, Manager C, for approval

If anyone has experience implementing this type of approval workflow or suggestions on how to configure this functionality, your insights would be greatly appreciated.
