In Manage Contracts Approval Notification Employee Start date Pulling into Effective Date?

Summary:

We have an issue where when a manager does change contract and it goes for approval, the notification both in bell and email is pulling wrong date. Effective date is the persons original start date not the effective date put in the transaction and also the proposed changes fields are blank. Any ideas
