Visual Builder (VBS) validation rules are no longer working after 25D was applied.

Summary:

We have several validation rules on Change Assignment and Promote pages that were previously working in our stage environments. After 25D was applied, these validation rules no longer are triggering the error. We have not made any changes to these pages in VBS and would expect these rules to still be working. Is there a known bug or issue with validation rules in VBS for 25D?
