Why do my requestors not have the ability to add lines to Req/PO?

Summary:

My client is utilizing Redwood Reqs. As of 25D, we have enabled "Create Purchase Order Changes as a Requester Using an Enhanced Redwood Change Order Page". Why are the requestors unable to add lines to the Req which has been processed into a PO via change order from Requisition? In the examples I saw, there should be a + button above the lines to add additional lines. Am I missing a configuration? Thanks in advance.
