Can I restrict access to terminate employees but grant access to view termination page?

The requirement is that User should be able to:

• View the Terminate Employment screen.
• Query terminated employees.
• View the data in the Eligible for Rehire field.

However, should not have access to the Reverse Termination or Correct Termination buttons located at the top right of the page.
Also, Should not have access to perform any termination transactions which means user should not be able to terminate employees.
Is this achievable?
