Which privilege i can grant user to create accounting of AP Invoice in draft mode before approval

I have a process defined in fusion ERP for AP Invoice One has to first approve the invoice before accounting it however my admin user who have following roles and can account the invoice in Draft mode and view the accounting entry even before its approval Accounts

Payable Invoice Supervisor Accounts
Payable Manager Accounts
Payable Payment Supervisor
Accounts Payable Specialist Accounts Payable Supervisor

One of the member of my team, wants to check the accounting entry of an invoice in draft before he submit the invoice for approval, he can not create the accounting entry in draft before the approval of invoice unlike my admin user
