We want the budget date field in the Purchase order where budget is not enabled

For the Year-2023 Budget functionality was intermittently enabled and disabled. So for few Purchase Orders budget date field is unavailable for the year 2023.Do we have any alternative solution for bringing the budget date for the purchase order which didn't hit budget.
