MPS in Supply Planning

Summary:

Our customer is currently using EBS 11i10 MS/MRP and is in the process of implementing Supply Planning.
Currently, they use the MPS to plan and procure long lead-time components in advance, and after receiving sales orders, they use the MRP to plan the other components.
As I understand it, Supply Planning does not have an MPS input function. What would be the best practice for this process in Supply Planning?

I considered handling this by using two separate supply plans. However, they are currently having trouble with forecast consumption in EBS, so they would prefer not to use external forecasts.
