Autocomplete rules failing for return from leave employees and new hires.

Summary:

When an employee returns from leave of absence, or when an employee is converted from pending worker to employee, auto provision of roles does not work correctly and employees are not granted correct roles. As suggested by Oracle, we have scheduled a process (auto provision roles for all users) that runs on a daily basis. We are not able to understand the cause of this issue.
Has anyone faced this issue and knows a fix?
