How to restrict edit access for specific courses

There are 2 learn admins

1 - Entity level admin

2 - Super admin having all entities access

 Entity admin can create course for their own entity and super admin can create organization wide courses

 Requirement is -

If an Entity Admin creates any course, the Super Admin should only have view access and must not be able to edit or modify it. The same restriction applies in reverse—any item created by the Super Admin should not be editable by the Entity Admin. Both roles should have visibility but no cross-editing rights across content created by the other.
