Hide "Create learning community" action for Managers under My Team tab

When Managers navigate to My Team > Learning & Development tile > click on the ellipsis (three dots) under Learning Assignments tab, they can create a learning community. We want to hide this action for managers. I do not see this option under VB Express mode to hide it. How can I achieve this?
