Pick wave working for regular Intransit TO and not for intercompany transfer order

Summary:

Hi Team,

Create Pick wave is picking the transfer order shipment, but the same pick wave is not picking for transfer order for which we have set intercompany (SFO). The shipping is happening from the same org however the receiving is different for in transit TO and Intercompany TO. Both "Create Pick Wave" process uses the same rule but pick wave is working only for the Intransit TO and not for intercompany
