Is there a way to stop a Req from being created against BPA if amount is greater than remaining?

Summary:

Our client utilizes touchless buying/auto generating PO from approved Req. The requestors create Reqs against BPAs but the issue is, the req can exceed what is on/remaining on the BPA. In that case, the Req gets approved and PO is auto-generated from Req but stays in the incomplete status due to the PO exceeding BPA. We would like the requisition to be rejected or stopped before submission if it exceeds the BPA amounts. Is this possible? Has anyone been able to accomplish this?

Ex:

BPA = $1,000
User creates Req against BPA for $10,000 and submit it
System does NOT stop user from submitting this Req even though it well exceeds the BPA amount.
