What is the best solution to design internal transfer orders from two Inv Orgs?

Need the best solution to design the deliver-to locations vs Inventory Organizations.

Our environment includes two Inventory Organizations (Inv Org A and Inv Org B), along with a single Item Master Organization where items are created and then assigned to the appropriate inventory orgs. Each inventory org has its own distinct set of items.

We also have approximately 200 deliver-to locations (schools), and users at these locations need the ability to request items from both warehouses. However, when creating internal requisitions, requesters are only able to see items from Inv Org A for a given deliver-to location (e.g., School A). They cannot view or request items from Inv Org B unless that same deliver-to location is also assigned to Inv Org B.
