Charge account on PR header

Summary:

Why does the charge account in the PR header change to an invalid account and return an error? When we update it to a correct account, the system forces us to apply the change to all lines—which is not correct in our case. For testing, we accepted the change, but the application then returned distribution issues on all lines.

How can we prevent the system from enforcing the header charge account on all lines, or allow it to use the standard correct account combination without pushing updates to the lines?
