Custom Script in OIC to read and load data into APEX

Hello,

I'd like to know if it's possible or doable to create a script in OIC that reads excel files stored on cloud as far as I know, then these files should be imported on APEX database which in return will be uploaded on Oracle Fusion.

My question is if this script is doable, to read the data from its location into APEX in OIC. I know I can already import the files in APEX, but to my understanding this will be better as the data needs to be uploaded regularly.
