CPA Change Order Not Moving to “Pending Signature Preparation” Status without Revision

Summary:

We are implementing the Contract Signature functionality for Contract Purchase Agreements (CPAs).
Our business requirement is to enable Requires Signature and add To Supplier attachments through a CPA Change Order, without creating a revision

However, when we create and approve a CPA Change Order without revision, the system directly moves the CPA to Open status instead of Pending Signature Preparation

Is it mandatory to create a revision for a CPA to enter “Pending Signature Preparation” status? how to move CPA change order to Pending signature preparation status without revision?
