Custom role to access a specific lookup type

Dear Experts,

Business requirement is to provide access to end users to maintain a particular lookup type. Created a custom role with privileges Setup and Maintain Applications and Manage Application Common Lookup, but Setup and Maintenance option not available after assigning the role. Please support to fix this issue.
