Unable to Extract External Cost Factor (ECF) Values for Supplier Responses Using SQL

Summary:
We need Oracle to confirm the official and supported method to extract External Cost Factor (ECF) values for supplier responses, specifically the REST API endpoint that returns the same ECF values shown in the Negotiation Response UI.

We are trying to retrieve External Cost Factor (ECF) values entered by suppliers during a Negotiation. These values appear correctly in the Negotiation Response UI, but we cannot extract them through SQL or BI Publisher.

We initially queried the standard sourcing tables such as:

• PON_BID_ITEM_PRICES
• PON_PRICE_ELEMENT_TYPES_B/TL
• PON_AUCTION_ITEM_PRICES_ALL
