Multiple citizenship error stopping submission of external candidate application

Summary:

Has anyone else seen this issue. If an external candidate fills out our application form and accidentally hit the 'add citizenship' button twice then because the first citizenship that they added hasn't been completed properly they aren't able to submit their application. They cannot remove that additional accidental citizenship record so there's no way round it.

I've got the web team looking at it to see if we can improve the look of it - but is there something oracle-wise we could do to stop this happening. like have a remove button, or hiding the Add citizenship until fields are all complete?
