Token Limits for AI Agents in Oracle Fusion Workflows

We are developing a custom workflow AI Agent in Oracle Fusion that creates timesheets based on Excel documents. The goal is to eventually enable this functionality via document import in chat after the 26A release.

During development, we have noticed a consistent issue: the agent stops processing and throws errors when the token usage within 1 flow reaches around 70,000 tokens.

We understand there could be token limits, but 70,000 tokens is still far below the maximums listed in the OpenAI gpt-oss-120b (New). While that documentation comes from OCI, we understand that the AI Agents in Fusion use the same underlying software. We also noticed that the OCI Playground has a 16,000 token cap.
