Can an old version of Smart View prevent users from Importing Formatted Reports?

We have a user with an old version of Smart View (21.200) and they do not see the Import Formatted Report option when selecting a report in Smart View. They only have the option of 'Open'. I believe the version is the issue but would like to confirm. Thank you.
