Replenishment Calculation

Summary:

Our replenishment standalone waves don't seem to always replenish up to the maximum for the location even though it appears additional cases would fit. They are permanent active locations, and the trigger is minimum capacity.

I know there are flags for:
Replenish up to Need for Permanent Location
Round Up One UOM
Ignore Capacity for Last Permanent Location Flag

But it doesn't seem we should need these if we simply want to replenish up to max (less last partial case qty if applicable). Does the calculation somehow include packed OBLPN's that haven't shipped yet?
