Looking for report that list active and inactive responsibilies of a user

Summary:

My client needs to be able to extract current and historical responsibilites of a user in order to verify that compliance rules has been followed. So far I've only managed to locate reports that lists a user and his/hers current responsibilites.

Is there a standard report that exist for this purpose or can it be easily be created?
