Unable to add duty roles under "Roles and Permission Groups" required for AI Agents

Summary:

We are working on configuration of AI Agents in our test environment. For the step to provide access to specific agents (link below), we've enabled permission groups on the custom role but do not have the "Add Role" button under "Roles and Permission Groups" to add the required duty roles. Is there a step that we are missing?
