Need to the understand the different blocks and if sorting exists in US seeded payslips?

We are reviewing the seeded US Payslip and need clarification on how deduction balances are sorted. 

Currently, we see that deductions are being retrieved from three different loops. 

The issue is that first two loops appear to be fetching voluntary deductions.

So, we have two questions:

1. What is the difference between these two loops, given that both are pulling voluntary deductions along with other balances?

2. Does the seeded US Payslip apply any specific sorting logic to the balance?
