Mapping Manufacturer to Items

Summary:

We have Procurement license. Currently we are exploring adding items in our inventory using the shared service. Our requirement is to map manufacturer, manufacturer parts and UNSPSC code with the items. Do we need license to Product management for the creation of Manufacturer, parts etc. Is there a way to do this without license cost (Business is not interested in DFF or EFF or KFF). Please advise.
