Candidate Selection Process (CSP)-Order of Display Appears Random When No context information Is Set

According to the Oracle documentation, users can select the appropriate Candidate Selection Process (CSP) based on the requisition context:

In our environment, we have several CSPs configured, and none of them have context information defined.
When creating a job requisition, the list of available CSPs appears to be displayed in a random order each time.

Our questions are:

Is this random display order expected behavior when no default CSP is defined and no context is set?

Should the CSP list follow a specific sorting logic (e.g., alphabetical order, creation date, sequence, etc.)?
