Can we create a custom AI Agent who can create Purchase requisition on behalf of a buyer

I want to create a Oracle AI agent which can create purchase requisition on behalf of a buyer in system, like a chat box where I just paste the list of item I want with all the Purchase requisition header details and it will create a purchase requisition in edit mode so that once I review the requisitions and then submit it for approval.

Is it even possible?
