Person Number not showing for terminated employees on top of page

Summary:

We have enabled Person Number on top of page using VB Studio for Create Work Relationship Redwood.

However we aren't able to see person number for terminated employees using Custom HR Role, in VB while enabling Person Number we have not added any privilege.

Via elevated role it is visible, can you please share what privilege is needed so person number is visible for terminated employees, same custom role for active employees we are able to see Person Number, Issue is only for terminated employees and custom HR role.
