Sending Mass Welcome Email Notifications to Supplier Portal Contacts

We have created a dedicated User Category – SUPPLIER_USER for supplier portal contacts. Supplier data has already been migrated into the system; however, all notifications were intentionally kept disabled to avoid notifying supplier users 30–40 days prior to Go‑Live. Our plan is to send the Welcome email either on the day of Go‑Live or one day before.

Right now, all notifications for SUPPLIER_USER are disabled and will only be enabled after Data Conversion. As per below document, Oracle does have a process called Send User Name and Password Email Notifications, which only sends to users who haven’t already received the username/password email link.
