Approval flow and rule security did not work properly

Hello everyone,

In the EPBCS system, we are enabling approval flow for a combination (Entity + Project) and assigning Approve Unit for (OEP_Plan + V_Total ITSC Plan).

Then, we create the rule that has OEP_Plan as a variable, and choose the security is "Approvals":

However, when testing, we can still run this rule after promoting it.

My question is:

How can I prevent the user from running the rule after promoting the project?
