Skill and Qualifications in oracle learning cloud

How to get the add buttons like the below image. I have created a course and from Skill and Qualifications I wanted to add Outcomes and Prerequisite.

But im not getting these icons to add in skills and qualification section, i have seen below image in another instance how i can achieve this?
