Restrict creation of community by different Learning Admins

Is there a way to allow few learning admins to create Category and Topic Community , and allow other learning admins to create Official Community.
I tried using page composer to restrict based on role. I have written an EL Expression in the VIsible button of page composer in Learning Community page But its not working properly.
I would like to know if any of your client has implemented this feature.
