what does that mean for "IPM Insights requires an EPM Enterprise Subscription"?

I'm trying to import the snapshot based on the IPM insights configuration guide. However, I still couldn't find the insight folder in the Data tab. Acccording to the requirements, it mentioned : "IPM Insights requires an EPM Enterprise Subscription". What does this mean?
