Profile criteria in Suggested Candidates

Can someone explain exactly what it means the Profile criteria in Suggested Candidates?

Oracle mentions that is the title and description in the candidate's profile, but I just want to clarify it they are only meaning this info below:

Is the rating only based on the job title vs. requisition name? I have found out that AI is giving 3 stars if the candidate has just the word "engineer" in the title.
