Derive Miscellaneous expense account from PO Charge Account

Business has a requirement to derive the miscellaneous expense account from PO Charge Account. The issue is, the PO line is an inventory item line and it's 'Accrue at Receipt' is checked. When the line is matched to an invoice, when the invoice gets accounted, the accounting is created for Accrual account (PO Accrual Account).

The challenge we are facing is we are not able to derive the Miscellaneous expense account from the PO Charge Account because it's not technically matched to the PO/Line.

This miscellaneous line to be manually created is for misc fees (surcharges, environmental fees, and fuel charges). If the misc line is not matched to the PO, how can we get the PO Charge Account for Miscellaneous Expense accounting?
