Restrict hiring managers to reopen filled requisitions.

We have requirement where we are trying to restrict hiring managers to reopen filled requisitions. I have tried through security console to restrict access, but no luck.
As we are in RUI I don't think using VBCS its possible. I have gone through couple of CC topics, But it didn't help.
Can you please advise on this?
