ORC Alerts: Getting Email and Bell Notifications when Communication Method is set ONLY to Worklist

Issue:

We are encountering unexpected behavior in an Oracle Recruiting Cloud (ORC) alert configuration. For a specific recipient (using an expression like ${FeedbackRespondentUserName}), the Communication Method is explicitly set to Worklist only.

Despite this configuration, the targeted users are receiving the notification through all three channels: the Worklist, an Email, and the Bell Notification within Fusion.

Why is the system sending email and bell notifications when only "Worklist" is selected in the Communication Method field for the recipient?
