What privilege(s) or role is required to upload to the Oracle WebCenter?

I know a person (as opposed to an admin) account must be used and the account must have Write access; I have IT Security Manager. I am able to add a "New Check-In," but when I attempt to populate the Folder field, I am not able to do so. (I can Browse to find the appropriate folder, but selecting it does nothing.)
