Unable to Redraft Offer for Withdrawn candidate or re-activate on a requisition

Summary:

We are unable to Redraft Offers for candidates that are in "Rejected by Employer" or "Withdrawn by Candidate" status. The option is greyed out. This is working as Designed per Oracle. All the offers that have been end-dated by the "Perform Recruiting Candidate Selection Process Offer Actions" ESS job before disabling the feature, will have the 'Redraft Offer' action disabled. Although, there is no way to re-activate the candidate on a requisition or re-add.

Sometimes we need to go back to the candidates that are in "Rejected by Employer" or "Withdrawn by Candidate" status and re-process, although, there is no way to re-activate them on a requisition or re-add. We have to create a new requisition to process. Please advise if there is an easier way around without configuration changes. Thanks!
