RSSP not allowing same supplier to be carried over to new req line

Summary:

We have some users who say they were able to create a new line on a requisitions with the same supplier without having to type in the information again. I have not noticed this, but she said multiple people lost functionality to do this. When going to add the line to the cart it says "You can view your cart or create another request with the same supplier." When they click "Create another request" it does not auto populate the supplier.

Has anyone else had this issue or even had the functionality before?
