How to schedule the same PDF notification for Casual employees at 6 months, 12 months, and yearly

Hi All,
I have a requirement where we need to send the same PDF document to employees whose Assignment Category = Casual based on the following timeline:
- First trigger: 6 months after hire
- Second trigger: 12 months after hire
- Subsequent triggers: Every year after the 12-month point (i.e., 24 months, 36 months, etc.)
Only employees with Casual assignment category should receive this PDF.
I am looking for guidance on:
- Whether this can be configured using Alerts Composer, Journeys, or BIP bursting.
- What would be the recommended approach to generate and send the PDF automatically based on these milestone dates.
- Any sample queries, logic, or reference documents that can help implement this requirement.
