Can a Request More Information flow be created, but only triggered to candidates manually

Summary:

We would like to create a Request More Information flow, that can be triggered to candidates manually by Recruiters if the required information is missing. We don't want to include the RMI flow in the CSP with an automatic trigger, as there is not an appropriate Phase and State to trigger it from. It also doesn't need to be sent to all candidates.

We are aware that recruiters can manually trigger Request More Information flows, but the only RMI flows available in the list, are the flows which are on the CSP with automatic triggers. As soon as we inactivate the automatic trigger for this RMI on the CSP, it stops appearing in the list to manually send.
