Need ideas to pre-validate addresses entered into 3rd Party ATS

I'm soliciting some suggestions on how we might use Cloud HCM with USOPTE enabled to pre-validate addresses entered by candidates into their NEOGOV ATS.

I have a client in the State of Virginia that uses NEOGOV as their recruiting solution. We have a custom import program to bring new hires into Cloud HCM, and it works well. However, since we enabled USOPTE the biggest reason the import fails is due to addresses coming from NEOGOV not passing address validation. Most often, it's because of the County entered by the candidate. Virginia has a high level of independent cities within counties, which creates one issue. Another is that the candidate might enter "Fairfax County", when Oracle Cloud HCM is expecting "Fairfax".
